In Canada we literally had a team of scientists spend three years putting together a pandemic response plan post SARS and we have effectively done the precise opposite of every aspect of the plan.

This has been a huge mystery to me. WHO, CDC, Canada and numerous other countries had pre-pandemic plans which acknowledged the ineffectiveness of masks and the ineffectiveness of lockdowns. They also emphasized the importance of treatments. All that planning and all of it tossed out the window at the first sign of a pandemic. Why?
