The selective fitness of a culture is context dependent

A powerful sentence that bears consideration. From a comment to the blog post, Why Are So Many Of Us “Star-Men” by Razib Khan.
Culture isn’t fitness neutral, but the selective fitness of a culture is context dependent.
I read this as: The portfolio of behaviors and values which constitute a culture have an impact on the probability of that culture's continued survival but that continued survival depends on the evolving context and exogenous shocks to the system.
