Though aware of the danger of universal suffrage, in a future state of Society such as the present State in Europe; he would have extended it so far as to secure in every event and change in the state of Society a majority of the people on the side of power; a Government resting on a minority, is an aristocracy not a Republic and could not be safe, with a physical force against it, without a standing army, an enslaved press, and a disarmed population.
