Depends on what the meaning of the word "leads" is

Not wild about the partisan bickering but it is entertaining to see a rhetorical exhortation answered with a factual statement in a fashion that makes it seem the latter is refuting the former. They are, of course, speaking at cross-purposes to one another but it is an interesting example.
