If there was one unambiguous victor of the war, it was the United States navy. American hostility to a standing navy vanished with scarcely a trace, and never again would there be any doubt that a permanent navy was the backbone of American security. “Experience has taught us that a certain degree of preparation for war is not only indispensable to avert disasters in the onset, but affords the best security for the continuance of peace,” Madison acknowledged to Congress in his message announcing the end of the war.
