Every Amendment gets it day in the spotlight

Heh.  I was just wondering the other day whether dependents of the state or wards of the state could be analogous to agents or soldiers of the state.  If so then the state forcing landlords to shelter non-paying renters would be analogous to soldiers covered in the Third Amendment.

Amendment III

No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.

Apparently others are thinking along similar lines.
